The word “lottery” derives from the Latin term “casting of lots.” In the biblical Old Testament, God assigns land to the tribes and kings by drawing lots. The practice was also common in the medieval world for distributing property, slaves and other items of value.

Modern lotteries have evolved from the ancient games of apophoreta, in which hosts would distribute pieces of wood with symbols on them to guests at dinner parties and other entertainments. The winners were able to carry home the prize they had drawn.

A method for recording the identities of bettors and their amounts staked. The tickets or counterfoils are thoroughly mixed by a procedure, such as shaking or tossing, before being used in the lottery drawing. Computers are now commonly used for this purpose.

The size of the prize and the frequency of the drawings must be established. A percentage of the pool must be set aside for costs and profits, and a decision must be made about whether few large prizes are more attractive to potential bettors than many smaller ones.
